Samantha Fleming

Position: 
Covenants Inspector

Samantha joined MPOA in June of 2011 as the Covenants Inspector for Precincts 1 and 3. She is a recent graduate of Virginia Commonwealth University with a degree in Business Management and a minor in Italian language. While at VCU, she worked in the Preservation department of the school’s library helping to prepare for upcoming renovations. She and her fiancé, Jeff, just purchased their first home and reside in Fredericksburg.


As a Covenants Inspector, Samantha is responsible for enforcing community guidelines. She performs yearly precinct inspections starting in April, and disclosure inspections when a home is for sale. She also responds to homeowners’ calls and emails regarding community upkeep.

Tom Whiting

Position: 
Assistant General Manager of Operations

Tom Whiting joined the MPOA Management Staff on June 20, 2011.  Tom has over 18 years of Management and Supervisory experience. Before getting into Property Management, Tom worked for a 64 apartment, four-story assisted living facility in Leesburg, VA for seven years as a Maintenance Engineer.  In November 2000 Tom made the move to Property Management, where he was the Operations Director for the first five years and General Manager for his last six years for the large upscale community Ashburn Farms Association in Ashburn, VA. Tom is a lifelong resident of Loudoun County and currently resides in Ashburn with his wife, Lizzy, and their two sons.


Tom's role with MPOA is to oversee the physical property that includes but is not limited to the common property, the lake and the recreation/beach areas and also contributing to the operations of the MPOA office.  He supervises the three-person full-time maintenance staff.  When the Board of Directors approve projects within Montclair to update or improve the community, Tom implements the projects from start to finish.  He sits on the Lake Management and the Landscape & Facilities Management committees as the staff liaison.  If you have any questions or concerns regarding the community, he is always available to listen.

Ashley Harrell

Position: 
Covenants Administrator

Ashley HarrellAshley joined MPOA in November 2010 as a Covenants Inspector.  She is originally from San Diego, Calif. but relocated to Virginia in August 2010 due to her husbands’ military transfer to MCB Quantico. She has almost four years of property management experience, having worked primarily with high rise condos in the downtown San Diego area. As new homeowners in the Stafford, VA area, Ashley and her husband look forward to the new experiences they will have on the East Coast.

William Hall

Position: 
Covenants Inspector

Bill HallBill Hall joined MPOA in July 2010 as a Covenants Inspector. He comes from a USMC military family, and attended high school in Alexandria, VA. He sustained a knee injury at American University resulting in loss of his basketball scholarship. Career-wise, Bill has worn many hats. He has worked for a fiberglass engineering company building sail boats and sports car bodies. He has worked for MCI Communications, served as VP of Sales and Marketing for Americlean Services, and been a general contractor for small to medium-sized jobs.

Elizabeth McKeone

Position: 
Administrative Assistant

Elizabeth has been at Montclair for three years and with Armstrong Management Services for five years.  She started as a portfolio manager and covenants inspector in 2006  working from home and maintaining seven separate properties within the Woodbridge and Stafford areas. Elizabeth then moved to MPOA in 2008 as a Covenants Inspector and recently changed positions to be the Administrative Assistant to the MPOA. She handles all payments that come into the Montclair office as well as all beach tags forms, beach reservations, Montclarion payments, and boat stickers. Elizabeth assists the General Manager and Assistant General Manager's in all administrative duties.


When calling into the Montclair office she is often the first voice you will hear and she will try and help you the best she can, or forward your call to the appropriate person within the office. Whether you call or come in she will be happy and ready to assist you in any way she can.  Elizabeth has lived in Montclair with her family since the 1980's and still currently resides within the community.

Maryanne T. Hill

Position: 
Community Services Manager

Maryanne Hill joined the staff at MPOA in 2006 and manages all the special events produced by MPOA from Montclair Day to the 4th of July, Oktoberfest and Santa’s Ride. She has helped to resurrect the Adult Beach Party and has created event efficiency with the MPOA budget and resources. 


She also manages the Recreation Guards at the beaches and Kids Dominion during the summer recreation season.  And recently she took on the combined role of managing the publication of the monthly Montclairion.  If you have any recommendations for the events, recreation season or the communications within Montclair, please contact her!  She sits on the Events, Communications and History Committees as staff liaison and looks forward to taking your comments and suggestions to each of them for consideration. 


Maryanne holds a B.S. degree from George Mason University in Event Management and recently obtained her M.T.A. in Event Management from George Washington University.  She lives with her husband in Fairfax City, VA.

Jennifer Hughes

Position: 
Assistant General Manager of Administration

Jennifer Hughes joined the MPOA Staff in September 2003 as the Covenants Director under CMC and was hired by the current management company, Armstrong Management Services, Inc in 2007. As the Assistant GM of Administration, Jennifer wears many hats. She assists with the daily operation of Montclair, serves as the MPOA Office Manager, administers and manages contracts and serves as the Covenants department supervisor. Heather McDevitt

Position: 
General Manager

Heather MacDonaldHeather McDevitt joined the MPOA in May 2008 with 17+ years experience in property management. She hails from Minnesota and now lives right around the corner in Lake Ridge. She holds the following degrees and accreditations: B.S. in Marketing with an emphasis in Computer Science, Professional Community Association Manager (PCAM), Association Management Specialist (AMS), and Certified Manager of Community Associations (CMCA). 


As General Manager of the MPOA, her main responsibilities are: Contract Administration, Monthly Financial Report Review, Monthly Management Report Preparation including status of all contracted work; Annual Budget Preparation; Invoice Review and Approval; Annual Audit Preparation; Attendance of all Board of Directors Meetings and Preparation of Board packages as detailed in the Documents; Attendance at all Lake Management Committee Meetings and any other meetings as necessary; Manage Maintenance Staff and Onsite Staff; Hire, train, discipline and discharge employees; Assist Owners in maintaining assessment accounts; and Assist as liaison between Owners and the Board of Directors.
