Community Update 5-22-2020

The Board of Directors (BOD) recently received clarification that MPOA Common Areas are considered Recreational Facilities and, as such, have been operating out-of-sync with the Governor’s Executive Orders 60 and 62. Specifically, the BOD was informed that Recreational Facilities are to remain closed in Phase Zero and the Association was obligated to take reasonable measures to enforce this closure. Failure to do so has the potential to leave the Association vulnerable to legal liability and in breach of current insurance agreements. Given this information, the BOD has directed the following:

All MPOA recreational areas, to include MPOA Common Area beaches and boat ramp, are closed to all activities during Phase Zero. Signage will be posted and security guards will be used to enforce this closure. During these remaining days in Phase Zero, residents who have boats stored at the West Beach storage area may access the beach to remove their boat on Saturday, May 23, 2020 from 11 a.m. to 2 p.m. Additionally, other dates and times can be arranged during regular business hours (Mon - Fri 8:30 am - 5 pm), by calling the MPOA office at 703-670-6187.

With Phase One currently scheduled to begin on May 29th, the BOD has further directed staff to prepare for re-opening our Recreational Facilities in a phased approach. Specifically, on May 29th or upon the Governor’s execution of Phase 1 for Northern Virginia, whichever is later, common area beaches will be open for fishing and exercise. This includes swimming at your own risk and the ability to launch and retrieve kayaks, paddle boards, fishing boats, and inflatable rafts for the purpose of partaking in exercise and recreational activities on the lake. Staff is in the process of hiring and training Recreation Guards, and obtain requisite supplies in order to comply with CDC guidelines for sanitization and social distancing. Additionally, to support social distancing and maintain access for MPOA residents, the BOD decided to suspend CG 4.1.3.a and CG 4.1.3.d. By so doing, beach access is for residents only, with the exception of the following:

  • Persons displaying a restricted RPID may bring a single guest age 16 or older as a caregiver, who is solely responsible for the child

  • Children ages 11 years and under must be accompanied by a person 16 years or older

Of note, MPOA Recreation IDs displaying the 2019 sticker will remain valid until midnight June 30, 2020.

The BOD will be monitoring the Governor’s Orders and Directives with the intent of permitting recreational activities at all MPOA Common Areas to the maximum extent allowed while keeping within the direction and intent of all pertinent COVID-19 directives.

Congratulations to Our New MPOA Board Member The May 13th Board of Directors Meeting saw the appointment of our newest Board member and representative for precinct 2. Welcome Mr. William Garber to the Board of Directors.

Special Occasion Signs for Graduates and Community Support The Board of Directors has voted to temporarily suspend Community Guidelines 5.4.43 g to allow special occasion signs such as congratulatory messages for students and graduates and to allow other uplifting and positive Community messages. Other limitations and restrictions of GC 5.4.43 are not included in the temporary suspension. This suspension ends on June 22, 2020.

Upcoming Meetings The first meeting in a series of Town Hall Meetings to review the draft revision to Community Guidelines, Article 5 Architectural Guidelines and Home Businesses, has been rescheduled by the Board of Directors, at the request of the Covenants Committee, to June 18, 2020 at 7:00 p.m.

A Note from the MPOA Covenants Department: Property Improvement Requests Getting ready to move soon? Or perhaps start some DIY’s over the summer? Here are some things homeowners should know before making any changes to their property. Residents are encouraged to check the Article 5 Architectural Guidelines and Home Business @ https://www.montclairva.com/covenants-inspections before submitting a Property Improvements Request (PIR).

When submitting a Property Improvement Request (PIR), please ensure the below information is addressed:

  • Application sign and dated by the homeowner;

  • At least 2 signatures are required for abutting/adjacent homeowners (even for existing items);

  • Property plat, if required indicating the location of the modifications to the existing dwelling and property lines;

  • Color picture and/or detailed drawing to include dimensions and materials to be used;

Memorial Day Trash Schedule Monday recycling and Thursday trash will be collected as normally scheduled. On Memorial Day Monday crews may come through the neighborhood earlier than normal, so please make sure items are at the curbside the night before to ensure collection.
